You are eligible to open an HSA if:
- You are covered by a qualified HDHP (High Deductible Health Plan)
- You are not enrolled in Medicare (generally if you are under 65 years of age)
- You are not being claimed as a dependent on someone else's tax return
You are not eligible to open an HSA if:
- You are covered by another health plan that is not a qualified HDHP, such as Tri care (military), flexible spending arrangements and any insurance plan that reimburses the individual after expenses are paid.
Some exceptions may be allowed for:
- Dental coverage
- Accident and disability coverage
- Employee assistance programs
